Notice of special charge scheme 2026 Rosanna Village Shopping Centre

The Rosanna Village Shopping Centre is one of 11 retail precincts in Banyule supported through a Special Rate and/or Charge Scheme. These schemes fund collective marketing, events, business development and precinct initiatives that support local businesses and encourage investment.
A Special Charge Scheme has operated in Rosanna Village since 2003, with the previous five-year scheme expiring on 30 June 2025. Following a request in August 2026 from the Rosanna Village Traders' Association (RVTA), Council is establishing a new five-year Special Charge Scheme, for the period 1 July 2026 to 30 June 2031.
At its Ordinary Meeting on Monday 5 October 2026, Council resolved its intention to declare a Special Charge for Rosanna Village in accordance with Section 163 of the Local Government Act 1989 (“Act”) and the Local Government Act 2020 (“Act”).
The continuation of a Special Charge Scheme aims to:
- support collective marketing, promotions, events and business development initiatives to strengthen the attractiveness and competitiveness of the precinct;
- provide resources to support coordinated precinct management and strategic initiatives undertaken by the RVTA under Council's direction and oversight; and
- improve business vitality, economic activity, property values and the overall use and enjoyment of properties within the precinct.
The Special Charge
The re-establishment of the Special Charge, raising $70,800 per annum over the next five years, will be a partnership between the RTVA, business operators, property owners, and Council. The partnership will proactively encourage commerce and business activity within Rosanna Village Shopping Centre. The RVTA and Council believe this will enable the precinct to be strongly positioned through joint promotion, marketing, and business development activities. A Special Charge can play a critical role in helping to fund these activities.
How is the proposed charge calculated?
Council's 11 retail precincts with Schemes in place have varying models that calculate the levied rates and charges. The proposed model for Rosanna Village seeks to equitably reflect the benefits received by properties of different sizes, values and locations, while also ensuring the long-term financial sustainability of the Scheme.
Properties within the Scheme would be categorised according to their Capital Improved Value (CIV) for the 2027 financial year, as follows:

The Scheme’s geographic boundary would be updated to reflect the growth of the Rosanna Village Shopping Centre, increasing participating properties from 79 to 96.
As a result of both proposed changes, the Scheme is expected to generate $70,800 per annum. The collected funds via the scheme will derive a ‘special benefit’ from subsequent expenditure.
If Council proceeds, each person liable to pay the Special Charge will receive a levy notice to pay the nominated amount over this five-year period. This is in addition to the normal Council General Rates and Charges.
What is our contribution?
Although Special Rate and Charge Schemes operate across Melbourne, Banyule is one of a few local government authorities that provides a significant contribution in addition to the amount collected from traders.
If the Special Charge Scheme is successfully declared, Council will contribute a further $39,000 per annum to the Rosanna Village Shopping Centre, totalling an annual budget of $109,800.
The additional funding provided by Council enables the RVTA to address additional items such as beautification, safety and security measures, and both maintenance and streetscape improvements.
Funds use
Funding will be allocated in accordance with RVTA’s 5-Year Business Plan and may support:
- seasonal promotions and events;
- digital marketing and social media;
- precinct branding, signage and wayfinding;
- business development initiatives;
- advocacy activities; and
- streetscape presentation and physical marketing.
The RVTA will be required to comply with Council’s governance, reporting and accountability measures, including annual budgets, quarterly reports and audited financial statements.
Additionally, the Association will be required to enter into a funding agreement with Council to confirm that the Association will be acting:
- In an administrative capacity only on behalf of Council; and
- Only in accordance with the requirements and purposes for which the Special Charge Scheme has been declared.
Who pays
The property owner is primarily liable to pay the Special Charge. Some lease arrangements may allow the charge to be passed on to the tenant. Responsibility for the payment ultimately depends on the terms of the lease between the landlord and the tenant.

Council invites feedback from all affected property owners and businesses before making a final decision.
You can provide your opinion to Council regarding this proposal by making a submission under sections 163A and 223 of the Act or an objection under section 163B of the Act in relation to the proposal.

- Only persons liable to pay the Special Charge may lodge an objection; and
- A decision not to respond will not be interpreted as support for or opposition to the proposal.
Where applicable, documentary evidence should be provided to demonstrate authority to act on behalf of a property owner.
What happens next?
Council will consider all submissions and objections at a Council meeting scheduled 8 February 2027.
People who request to speak in support of their written submission may be invited to address Council at the meeting.
Following consideration of all submissions and objections, Council is expected to decide whether to declare the Special Charge Scheme at its meeting on 1 March 2027. You are welcome to attend this meeting and will be advised, in due course, of Council’s decision.
