Vehicle crossings and footpath reinstatement

Under Banyule City Councils Community Local Law 2025, you need a permit for any new or altered vehicle crossing infrastructure.
This includes:

  • Reinstatement
  • repair
  • removal
  • installation
  • placement of a temporary vehicle crossing

This permit is also required to assist with repairs to damaged infrastructure such as footpaths, laneways, kerb and channel or the roadway.

If VicRoads manages the road reserve you will be working in, then you must first apply for a Memorandum of Authorisation (MoA) from VicRoads.
An MoA is not required for works taking place on Local Council managed road reserve. 

Steps to apply

Step 1.Location

Understanding who manages the road reserve area is important to know.

We manage most of the local streets in Banyule, but not all. Some are managed by VicRoads.

If you are unsure about your area, contact the Municipal Laws and Public Assets team on 9490 4222 or consult VicRoads or call 13 11 70.

Step 2.VicRoads MOA

If VicRoads manages the road reserve you need to work in, then you must first apply for a Memorandum of Authorisation (MoA) from VicRoads.

An MoA is not required for works taking place on a Council-managed road reserve.

Step 3.Site plan

A scaled site plan indicating the size and location of the vehicle crossing must be provided.

It must identify items such as pits, poles, drainage points, street furniture, street trees and any other existing or redundant vehicle crossings associated with the site.

Step 4.Insurance

A copy of your valid certificate of currency for public liability (minimum $20M) is required for the application.

Step 5.Traffic plan

A detailed traffic management plan must be developed by an accredited traffic management company.

The plan must be site-specific and include clear detail and drawings of the proposed location of work and demonstrate how the public will be safely managed during work activities such as concrete pour and after care set up. Be sure it includes:

  • required changes to vehicle traffic into on-coming lanes
  • number and length of lanes to be closed
  • clearway operating hours
  • indicate the location of the concrete truck and pump
  • hours of work per day
  • impact on pedestrians and cyclists, including provision for people with accessibility requirements.

Step 6.Fees and lodgement

An application and inspection fee will apply on lodgement. We will assess the application and provide a response to you within 10 working days.

You will need to book a pre-pour and final inspection with an asset protection officer by contacting the Municipal Laws and Public Assets team on 9490 4222 or civil.works@banyule.vic.gov.au

Ensure you have the consent number and details of the inspection required. Works must not commence without a permit being issued.
