Following a comprehensive community consultation process, we will resurface The Boulevard in Ivanhoe East and install a permanent barrier to stop the local road becoming a rat-run for through-traffic.

Council voted unanimously to install a barrier near 573 The Boulevard along with other traffic improvements and resurface the road, making it safer for motorists, cyclist and walkers.

The decision followed the consideration of 108 community submissions that were mostly supportive of addressing rat-running and preserving the character and amenity of The Boulevard.

Turning spaces will be provided on either side of the barrier, ensuring all properties can be accessed by essential services including waste trucks and emergency vehicles.

With a new surface and less traffic, this section of the picturesque local road will be safer for walkers and bike riders, providing a sealed alternative to the Main Yarra Trail along the Yarra River.

This will all be done without impact to the significant environmental values of the fragile and highly biodiverse river flats area.

“Council has a duty to make The Boulevard safe,” said Banyule Mayor Cr Alison Champion.

“We’ve listened carefully to everyone who made a submission to Council, including local residents, visitors, motorists, the Yarraman Riders Horse Club, cyclists, walkers and environmental groups.

“The result is a balanced approach that recognises the needs of the local community, considers the environment and ensures people can continue to enjoy this beautiful area for recreation.”

No objections were received after the proposed road barrier was referred to Victoria Police, Ambulance Victoria, Fire Rescue Victoria and the Department of Transport.

Traffic analysis showed that adjoining local roads could comfortably accommodate a modest increase in traffic from local residents no longer able to traverse the length of The Boulevard. The time required to complete some local trips would increase slightly.

‘No through road’ signs will be erected at key entry points to this section of The Boulevard.

Council officers will now begin detailed designs to deliver the road improvements and closure of this section of The Boulevard.
