Affordable housing in the heart of Heidelberg

Work has begun on an affordable housing development and public carpark that will revitalise Heidelberg and bring increased activity to the town centre.
The development on the former Council-owned carpark at 7–11 Cartmell Street is a joint project with Hallmarc Developments, with funding support from the Australian Government’s Housing Australia Future Fund.
In a partnership we formed with Hallmarc, the developer will deliver 85 affordable housing units for rent, as well as a multi-level public carpark that will remain in Council’s ownership. Public parking on the site will increase from 91 to 148 spaces. There will be a separate carpark for residents of the building.
The development in the heart of Heidelberg is part of our ongoing effort to revitalise the town centre and provide more affordable housing in Banyule. A lack of housing for key workers in health, education and community services is a significant challenge in Banyule.
The new affordable housing in Cartmell Street is within easy walking distance of the Austin and Warringal Private hospitals. Living on the doorstep of Burgundy Street shops and services and a short walk to Heidelberg station and bus routes, residents will have easy access to walking and bike riding paths and sports and recreation facilities at Heidelberg Park, Warringal Parklands and Yarra Flats.
The new carpark in Cartmell Street will open in early 2027. Alternative parking is available in public carparks off Hawdon Street and Cape Street, south of Burgundy Street.
