Towards Zero Waste Management Plan 2024-2028

Our Towards Zero Waste Management Plan 2024–2028 sets out how we will work with the community to move closer to our vision of achieving zero waste to landfill by 2030. The plan provides a four-year roadmap for waste management, resource recovery, community education and service improvements, while responding to changing legislation, rising waste costs and community expectations.

The plan recognises that waste should be viewed as a valuable resource rather than something to be discarded. It supports a circular economy approach, where materials are reused, repaired, recycled and kept in use for as long as possible, reducing environmental impacts and conserving natural resources.

Building on the achievements of the previous plan, including the introduction of the Food Organics Garden Organics (FOGO) service, expanded e-waste recycling and waste education initiatives, we will continue to support households and organisations to reduce waste and improve recycling outcomes.

The strategy is guided by 4 key directions:

Avoid waste generation

We will encourage residents, organisations and businesses to reduce waste at its source by making more sustainable purchasing and consumption choices.

Build a community culture striving for zero waste

We will provide education, engagement programs and resources that help people avoid waste, reuse materials and recycle correctly.

Deliver environmentally responsible and cost-effective services

We will continue improving kerbside collections, recycling systems, the Waste Recovery Centre and public waste infrastructure to maximise resource recovery and reduce landfill.

Advocate for broader change

We will work with industry and other levels of government to support stronger recycling systems, product stewardship, waste reduction initiatives and circular economy outcomes.

Overall, the plan aims to reduce waste sent to landfill, increase resource recovery, support climate action and create a community that is informed, engaged and motivated to minimise waste.
