Transform Banyule 2030

Transform Banyule 2030 is our four-year business transformation strategy. It sets out how we will improve the way we deliver services, support our community and run our organisation between 2026 and 2030.

The strategy recognises that while we provide a wide range of important services, many of the systems and processes supporting them have developed over time and are now more complex and disconnected than they need to be.

Community expectations are changing. People want services that are easy to access, responsive and consistent, whether they contact us online, by phone or in person. At the same time, we face increasing regulatory requirements, growing cybersecurity risks and ongoing financial pressures.

To continue delivering great services into the future, we need to modernise how we work.

Vision

Our vision is to create a more connected, efficient and customer-focused Council. We want residents to be able to access services through the channel that suits them best, receive timely updates and complete many everyday transactions more easily. We also want to maintain the personal support that many people value when interacting with us.

For our staff, the strategy aims to reduce the time spent on manual processes, duplicate data entry and workarounds, giving people more time to focus on delivering services and supporting the community.

Objectives

The strategy is built around 5 key objectives.

  1. Strengthen governance, compliance and risk management.
  2. Improve community-facing services and customer experience.
  3. Reduce inefficiency and unnecessary administrative work.
  4. Create a more sustainable operating and technology environment.
  5. Support environmental sustainability through better data, systems and decision-making.

These objectives support the priorities outlined in the Banyule Plan and Budget and help ensure that transformation activities deliver real value for the community.

The transformation program will be delivered through eight major work packages over four years. These include improvements to finance, procurement, customer experience, asset management, planning systems, analytics, data integration and organisational change management.

The work will be carefully staged so we can build strong foundations before introducing more advanced capabilities. Regular governance reviews and decision points will allow us to assess progress and ensure investments continue to deliver value.

By 2030, we expect residents to have a simpler and more consistent experience when accessing our services. People will be able to track requests, receive updates, access self-service options and interact with us more easily across all channels. Staff will have access to better tools and more connected information, allowing them to spend less time on administration and more time serving the community.

The strategy also aims to improve organisational efficiency by reducing duplication, streamlining processes and consolidating technology systems. This will help us make better use of public resources while maintaining service quality and supporting future growth.
