State Government proposal for Heidelberg out for feedback
Published on 01 October 2025
The Victorian Government has published draft planning maps for the Heidelberg Major Activity Centre (Heidelberg MAC) and the surrounding area.
These maps define three areas for the Heidelberg Activity Centre and indicate maximum building height limits for each referred to as:
- the 'core'
- an inner catchment
- an outer catchment.
The draft maps have been published by the Victorian Government as a second phase of consultation for the Heidelberg MAC— with a feedback survey open until 11:59pm Sunday 19 October.

Council will be preparing its own submission to the engagement. It is currently expected that the Council meeting on 13 October 2025 will consider a draft submission.
Since 2020, there have been many locals involved in Council's efforts to develop long term plans for Heidelberg— resulting in Council adopting the Heidelberg Structure Plan(PDF, 6MB).
Two features of Council’s adopted structure plan are to apply a boundary to the activity centre and recommend maximum building height limits within that boundary.
Refer to the Table of differences to help understand how our Heidelberg Structure Plan(PDF, 6MB) differs in part to the draft maps by the Victorian Government.
Table of differences
Victorian Government draft map area |
Difference from our Heidelberg Structure Plan |
'core' area |
consistent with Heidelberg Structure Plan |
inner and outer catchment areas |
both catchments extend beyond the activity centre boundary defined by the Heidelberg Structure Plan
the outer catchment area extends a significant distance from the boundary |
'core' maximum building heights
|
consistent with Heidelberg Structure Plan
|
inner and outer catchments maximum building heights |
some increases to maximum building height limits |
