Development Victoria’s Proposed Planning Scheme Amendment for the Yarra Valley Water Tank Site and Council Park 

419 & 421 Upper Heidelberg Road, Ivanhoe

Development Victoria (DV) has requested a planning scheme amendment to be considered by the Government Land Standing Advisory Committee  for the decommissioned Yarra Valley Water Tank (YVW) site and Council’s Park at 419 & 421 Upper Heidelberg Road, Ivanhoe.

The amendment proposes to:

  • Rezone the land from Public Use Zone (PUZ1) and Public Park and Recreation Zone (PPRZ), to Mixed Use Zone (MUZ) and PPRZ.
  • Apply a new schedule to the Development Plan Overlay (DPO5) providing design guidelines for any future redevelopment of the MUZ portion of the land.
  • Amend the schedule to clause 52.01 Public Open Space Contribution and Subdivision.

In relation to Council’s park, Council resolved on  7 August 2017 to enter into a Heads of Agreement with Development Victoria (DV) and Yarra Valley Water (YVW) to do a land swap. The land swap would involve exchanging Council’s existing park at 419 Upper Heidelberg Road for a larger park at the south west corner of the YVW tank site at 421 Upper Heidelberg Road. It would provide a larger and improved Council park, and an improved redevelopment outcome for the remaining land. The process and timing of the swap will depend on the outcome of the proposed planning scheme amendment.
