New Works and Services Budget 2010-2011 and 10 Year New Works and Services Plan

Community Submissions Invited

Council is currently seeking proposals for its annual New Works and Service Program.  This year we are also seeking longer term proposals to contribute to the development of a 10-Year New Works and Service Program.

A 10-year program will help Council develop priorities over a longer period of time and better respond to the direction of the City Plan 2009-2013.  It will also help Council address critical issues around a drier climate, global warming and greater costs for water saving and retention measures and energy. We also need to respond to a range of community aspirations outlined in the City Plan, Council Policies and Strategies that can be found by clicking here.

2010-2011 New Work and Services Budget

In 2010-2011 projects could include the provision of:

  • Asset maintenance or upgrades
  •  A new service or program
  • A new facility or playground
  •  A pedestrian or traffic treatment
  • Vegetation planting, or any other project that could benefit the Banyule Community.

Projects will be classified into:

  • Non-Discretionary (Part A) – Council has an obligation to carry out work such as maintaining an asset or service at the required level of service.
  • Discretionary (Part B) - Works that will raise the asset or service above the required level of service.
  • 10 Year New Works and Services Plan

Would include the provision for major projects and initiatives such as:

  • Libraries and community centres.
  • Streetscapes and car parking.
  • Master plans for signature parks and bushland reserves
  • Enhancing sporting facilities to meet dryer climatic conditions.
  • Green waste, water harvesting and public lighting to reduce carbon emissions.

The selection will be based on the following:

  • Adherence of the project to Council’s City Plan objectives and a strategy or policy
  • Proven ability of the project to mitigate known risks to Council
  • Proof and value of matching contributions available from sources other than Council
  • Demonstrable proof of the project’s ability to significantly improve access to either programs or facilities for people with disabilities
  • The project’s ecological sustainability
  • The benefit to a disadvantaged individual or group
  • The level of community support for the project
  • A response to an identified need.

Facility & Resources Subsidy Grants

Council has a diverse range of community centres, halls and venues, a mobile stage and two community buses available for hire.

It recognises that rental fees can sometimes limit access to these facilities and resources, so Facility & Resource Subsidy Grants are provided to allow equitable access to all Council community resources.

Users can apply for a grant to subsidise the scheduled fee or part of it.

Please note that these are not cash grants but a subsidy grant that will reduce your hire fee.

The Application Form, Guidelines and Pricing can be accessed by clicking on the links below.

This year's grant applications close on 29 August 2009.
