Environmental Purchasing Guidelines

New environmental purchasing guidelines have been adopted as a management protocol for Council. These have been developed with the assistance of Council's internal Environment Working Group and follow on from Council joining the Local Government Buy Recycled Alliance in April 2001.

Council aims to demonstrate leadership and responsibility to the community by purchasing ecologically sustainable products which will in turn foster improved markets that will ultimately result in environmental quality improvements.

The objectives of the guidelines are to:

  • provide a framework that will encourage the sustainable use of resources by Council;
  • enable all staff who make purchasing decisions to have access to information that makes it easier to be environmentally conscious when evaluating product choices;
  • increase the use of alternative products and processes that result in less damage to the environment;
  • increase the use of recycled products and thereby support the aims of minimising:
    - the amount of waste to landfill;
    - the waste of primary resource materials such as trees, minerals, fossil fuels etc; and
    - the damage caused to the environment in obtaining the primary resources.
  • increase the use of products that result in more efficient energy use and reduce greenhouse gas emissions;
  • promote a waste minimisation and energy efficient culture within the organisation to reduce, reuse and recycle resources.

Stormwater Management Plan

Council has completed and adopted a Stormwater Management Plan to address stormwater quality and quantity issues, particularly as they affect the receiving waters, including our local rivers and streams - and ultimately Port Phillip Bay.

A steering committee of officers from Council, Melbourne Water and the Environmental Protection Agency (EPA) was created to guide the process. A consultant was engaged to facilitate the development of the plan.

The Stormwater Management Plan identifies actions that have been developed in response to current threats. These actions have been costed and given an indicative year from the commencement of the plan by which they should be implemented. In 2002/03 Council has allocated $127,000 (to be shared dollar for dollar with the State Government).

The adoption and implementation of the Stormwater Management Plan provides Council with the strategic basis for improved stormwater management and hence the improved environmental condition of waterways and wetlands in the Banyule area.

Weed Management Strategy

Council has recently adopted a Weed Management Strategy for the municipality.  The strategy seeks to guide future weed control initiatives in Banyule.

The strategy is divided into three sections:

  • Part 1:   identifies and revises relavant weed management legislation and policies at national, state and local levels.  Weed control responsibilities of different landowners in the municipality are identified and discussed according to land type and weed status as defined by legislation and policy.
  • Part 2:   documents the current weed management issues within the City of Banyule.  Priority weeds and weed control issues are identified and discussed.
  • Part 3:   provides an integrated approach to proposed actions that will provide cost-effective weed control and prevention of their spread.  This part consolidated all information contained in the two preceding sections to provide an informed weed managment strategy for the City of Banyule.
