What is the composition of the Steering Committee

The Steering Committee is comprised of sixteen members.  Eight members are community representatives.  Eight members are Banyule Council representatives. 

The Banyule Council representatives comprise a mix of Councillors and Council Officers.

The Mayor of Banyule is an ex officio member of the Steering Committee and also the Chair of the Steering Committee.

What is the role of the Steering Committee?

The Steering Committee is empowered to:

  • Approve the Community Plan Project Plan
  • Monitor and direct the implementation of the Project
  • Build community support for the Community Plan
  • Build community involvement for the implementation phase
  • Approve the Response Papers
  • Develop a process for community endorsement of the Community Plan
  • Evaluate the project

What are the responsibilities of Steering Committee members?

The Steering Committee will meet for a period of between 18 months and two years.  Meetings of the Steering Committee will be convened as required, though no more frequently than monthly, and often with larger gaps between meetings.

Steering Committee members are required to attend and contribute to meetings of the Steering Committee for the life of the Steering Committee.

Steering Committee members are expected to attend some of the community consultation sessions.

Steering Committee members are expected to contribute to the development of a Community Implementation Committee that will have responsibility for the monitoring and implementation of the Community Plan.

What were the criteria for selecting Steering Committee members?

In calling for nominations Council sought  to achieve the broadest possible representation on the Committee.  This includes representation from residents, community groups and business as well as a broad cross section of age, gender, background, ability, socio-economic opportunity and life experience.

Nominees were  selected on their unique capacity to contribute to the deliberations of the Steering Committee and the development and adoption of the Community Plan.

This included consideration of the nominee's:

  • Knowledge and understanding of the local area
  • Linkages to the local community
  • Field of expertise
  • Relevant experience
  • Capacity to work on such a committee.

Steering Committee members were not selected for their capacity to represent a constituency, nor were they expected to establish one.  However Steering Committee nominees are required to identify community information networks that they could access and draw upon during the formulation and finalisation of the Community Plan.
