Project Update March 2011

The Greensborough Regional Aquatic and Fitness Centre (RALC) is progressing well and on schedule for completion in May 2012.

Due to Melbourne's inclement weather the works scheduled have been changed slightly with works on the Carter Street Multi Deck Car Park being completed first.

The new level (Level 5) has been constructed.

Construction Company ADCO have completed and opened up Level 2 and half of Level 3 ahead of schedule. The remaining area of Level 3 and Level 4 will be opened mid to late March.

Council has made a number of changes and improvements to the parking conditions in Grimshaw Lane and Carter Street including new signage, speed traps and pathways.

We would like to thank the local traders and community for their assistance and patience during this process.

Construction on the 50 metre pool has started and over the coming weeks you will begin to see the new structure taking shape.

Greensborough Project receives award commendations!

 Banyule City Council has recently been awarded commendations for the Greensborough Project.  It is great for Council to receive formal recognition and acknowledgment for this exciting project.

Inaugural Victorian Local Governance Association (VLGA) 2010 John Jago, Good Governance Award: Highly Commended Finalist - Greensborough Project

In December, Council received a Highly Commended Finalist award from the VLGA for Good Governance for the Community Consultation and participation process for the Greensborough Project.  The VLGA John Jago Good Governance Award is awarded annually to local government or community group (or groupings), whose governance and leadership practices have led to improved public participation in decision making.  The John Jago Memorial Award exemplifies the values and traits exhibited by Councillor John Jago in his work with communities and local governments and also demonstrates the VLGA's values, including recognition of the importance of rewarding those who work "above and beyond" to achieve positive outcomes for their communities.  It rewards excellence, persistence, diligence and tenacity. 

The VLGA judging panel recognised that the Greensborough Project Community Consultation process exhibited the awards key values and highlighted that it had endorsement from the independent planning panel set up to review the structure plan which commented on the extensive public participation processes which they observed had led to very few objections for such a significant planning scheme amendment.

Special mention was made with regard to the Project's successful Community Consultative Committee. This group includes community members, businesses and traders, local schools and community organisations.

Planning Institute of Australia Awards of Excellence: Urban Design Commendation

In October, Council received an Urban Design Commendation at the Planning Institute of Australia Awards for Excellence for the Greensborough Project. The Institute noted Council's ambitious and innovative long-term vision for Greensborough - to transform the area into a cohesive multi-functional centre.  The Institute also described the Greensborough Project as a strong design-derived concept, which is articulated and delivered with flexible time frames.

 

Update 17 November 2010 - Closure of Top level of Multi deck car park

ADCO Constructions will be beginning construction of the new level of the Multi Deck Car Park as of the 23rd of November 2010. Therefore the current top level of the Car Park will not be available from the 22nd of November 2010.

Grimshaw & Flintoff Street Pedestrian Footpath Closure.Please be aware that the Project side (northern side) of the Grimshaw Street and Flintoff Street Pedestrian Footpaths will be closed as of 29-11-11.

Greensborough Construction Commences

Banyule’s Mayor Cr Wayne Phillips today announced the final phase of the Regional Aquatic and Leisure Centre component of the Greensborough Project will be constructed by ADCO.  This includes the Regional Aquatic and Leisure Centre, associated public spaces and additional car parking.  

ADCO is a leading Australian construction company operating along the eastern seaboard. The company is one of Australia’s top 100 private companies.  

ADCO’s expertise spans construction, refurbishment, fitout, design and construct, and construction management services across a wide range of industry sectors but with significant focus on local community developments and  is a member of the Green Building Council.  

ADCO’s Victorian State Manager David Rix said that ADCO are delighted to be involved in such an important project for the Banyule community.   

“We have a strong history delivering quality aquatic centre projects but we firmly believe that the Greensborough development will set a new benchmark for community facilities in Victoria”

The development is expected to generate approximately 131 jobs during the two year construction phase. 

The Regional Aquatic and Leisure Centre (RALC) will provide a much needed year round facility for the community and feature a range of activities from high adrenalin rides to secluded spa pools.  

Consisting of one of the broadest recreation offerings of any centre of its type and featuring Australia’s first Tantrum Alley thrill ride, visit Council’s website to view online footage.  

The centre is expected to attract well over 750,000 visitors per year.

“Council sees the RALC, the improved access between Main and Flintoff Streets and development of local community infrastructure as a ‘landmark’ centrepiece and a drawcard for a carefully planned renaissance of Greensborough.” said Cr Phillips.

As part of the development Council will improve on site parking with new car parking underneath the aquatic centre as part of the planning scheme requirements and an additional 66 general public car spaces on top of the existing multi deck car park.  

Preliminary site works on the site are now completed.  The site has been graded and compacted ready for the building works to commence. 

A new main drain and intake structure has been built, this drain runs under the new suspended pool structure and has been designed to cater for one in 100 year flood event. 

Overhead electrical and other utility cables have been removed and installed underground along Grimshaw Street from Main Street to Flintoff Street and at the intersection of Flintoff and Grimshaw Street to the car park on Flintoff Street.  Works include installation of new poles and new underground connections to all properties in that stretch of the road.   

Cr Phillips said that construction works will have minimum impact on current parking situation.  

“Council will monitor the parking situation to make sure that the best outcome is achieved for shoppers, traders and residents. However, at certain times of the day when parking demand is high, there could be some inconvenience for people wanting to park around this area.” 

“The service lane at the rear of the Main Street shops will continue to provide vehicular and pedestrian access to the rear of these shops during construction. Council will continue to work with traders in seeking to minimise disruptions.”

 

The new Regional Aquatic and Leisure Centre is due to be completed by May 2012.

Proposed partial closure of car park - Carter Reserve, Greensborough

The section of the Carter Reserve car park between Grimshaw Street and the multi-deck car park will have to be closed off for the duration of the construction works.  However, vehicular and pedestrian access will still be available along the laneway at the rear of the shops that front Main Street. 

Parking will be available in the northern section of the Carter Reserve car park, the multi-deck car park, the Flintoff Street car park and in Main Street, as at present.  Please open the link below to view a map.

Council adopts Amendment C51 to the Banyule Planning Scheme, June 2007

Council at its meeting on Monday 4 June 2007 considered the adoption of Amendment C51 to the Banyule Planning Scheme. Council resolved to adopt the Banyule Planning Scheme Amendment C51 as recommended by the independent planning panel, release and make publicly available the panel report and to thank the Community Consultative Committee for their support and input into the process leading up to the Panel Hearing.
