Changes to Victorian road rules and regulations

From November 9 2009, VicRoads will introduce changes to Victoria's road safety rules. These changes will be implemented to make road rules consistent across Australia.

General Local Laws

Council is responsible for enforcing a wide range of Local Laws and Legislation which includes State Acts and Regulations. Staff are also available to provide advice and information on all topics within their scope of duties to residents, schools and community groups.

Litter

Please make Banyule a clean place to live by always disposing of your rubbish and litter correctly. Under the Environment Protection Act, you could be fined for littering or dumping of rubbish.

Mowing Lawns

Under EPA Guidelines, you can only use lawn mowers during the following hours: Monday to Friday 7.00am - 8.00pm. Weekends and public holidays 9.00am - 8.00pm. For EPA restrictions please click here.

Overhanging branches

Overhanging trees or shrubs can be dangerous to pedestrians and motorists (by restricting movement and visibility). Please keep your shrubs and trees trimmed back to the property line, or allow a space under large trees for two people with umbrellas.

Residential Parking Permit Scheme

If you live within a residential parking area you are entitled to apply for resident and visitor parking permits. Details regarding the scheme and an application form can be obtained on the following link.

Permits (Display Goods/Tables & Chairs/A-Frames on Footpaths)

If you are a shopkeeper and want to display goods or signs on a footpath, or have an outdoor eating area, you need to obtain a permit from Council to ensure public safety, placement and other matters are considered prior to permits being issued. An application can be downloaded on the following link:

Private Vehicle Sales
In response to community concern, unauthorised display of cars for sale in reserves and on road reservations is prohibited. Council's Laws Officers enforce the Local Law and the Road Rules Vic. People leaving vehicles parked on reservations or on reserves risk being fined.

Property Numbers
To ensure that emergency vehicles can respond promptly to calls for help, and to assist people who service your property, you must have the street number of your property clearly displayed. This applies to shops and factories as well as houses. Place numbers on the gatepost or in a visible place such as on the front fence on or near the main entrance. If you are not sure of the correct number of your building, contact our Customer Service staff.

Street Stalls & Raffles, Door Knocks, Highway Collections
To accommodate local community groups and recognised charities and to prevent adverse effects on permanent traders, we co-ordinate the numbers and locations of street stalls and similar activities. Groups are asked to write in with details of their proposed activity, the reason for the fund raising and proof of public liability insurance cover.

Temporary Advertising Signs
Council co-ordinates the numbers and placement of temporary advertising signs on roads and public land within its control. Signs placed without a permit will be removed.

Community Groups wishing to advertise events may obtain a copy of the application form which provides the guidelines for temporary advertising signs. (Note: signs on school fences or private property fall within separate planning controls - ring the Planning Section for details.)
